AEDARSA requests that all passenger ropeway owners review their procedures for work carrier operation. This should include but not be limited to CSA Z98 Safety Standard for Passenger Ropeways and Conveyors requirements for work carriers, Alberta Occupational Health & Safety requirements, manufacturer’s requirements, and any site specific requirements.

The CSA Z98 Appendix B deals with Procedures for Work Carriers, this is a non mandatory part of the CSA Z98 in Alberta but it can be used as a guide line for establishing work carrier procedures at you area. Clause 11.19.1 of the CSA Z98 lists the requirements for Written Safety Procedures; use of work carriers is one of the items listed in this clause and that these procedures should be posted at the ropeway attendant stations. Clause 11.2 of the CSA Z98 concerns training of operational and maintenance personal. It is the owner’s responsibility to ensure that all operational and maintenance personal are trained in the safe use and operation of work carriers.

Owners are also required to follow any manufacturer’s requirements for the operation and use of work carriers. Manufacturer’s requirements would include maximum capacity of work carrier (weight and number of people), any special requirements for entering and exiting ropeway terminals (e.g. hand rails lowered), safe position personal must be located at when work carrier is in motion (e.g. on lower platform), maximum allowed speed on line and in terminals, and any other special requirements for operating work carriers.

During the 2004-2005 inspections AEDARSA will be reviewing work carrier procedures at all area’s that use work carriers as part of their maintenance program, this will include written procedures, operator and maintenance training, and documentation of training.
